City extends commenting period on draft revised Municipal Planning By-law, encourages public to attend clarification meetings

The City of Cape Town has extended the 60-day public commenting period on the proposed revised Municipal Planning By-law (MPBL) with a month, to 25 October 2024. In addition, the City will also host an in-person public and online meetings where residents, interested and affected parties, and stakeholders can engage with City officials about the proposed amendments and new provisions. The MPBL regulates development and land use in the city. Residents and residents associations are encouraged to utilise the additional time to submit their input, and to attend the online meeting for further clarifications. Read more below:
‘We have received requests from ratepayers associations and other interested parties to consider extending the commenting period on the proposed amendments and new provisions to the Municipal Planning By-law. The City has carefully considered these requests, and I am happy to say that we are granting an additional 30-days for comments to be submitted. Thus, all-in-all, the City is having a 90-day commenting period on the MPBL, which I trust is fair and reasonable, and suffices in allowing residents and stakeholders the time they need to submit their input.
‘In addition, we will be hosting an in-person public meeting where the public can ask questions for clarification to better understand the potential impact these amendments may have on their neighbourhoods, and development in Cape Town in general.
‘City officials will also host meetings with stakeholder groups, if needed. These will be arranged on request from those recognised organisations such as ratepayers associations. I again want to thank the public for their interest in the by-law, and their commitment to collaborate with the City. We welcome the robust discussions, and are looking forward to receiving your comments,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.
Details of upcoming meetings, and other engagements:
- The in-person public meeting will be hosted on Tuesday, 8 October 2024, at 18:00 in the Cape Town Civic Council Chambers. Those who are interested to attend are advised to send an email request to lums@capetown.gov.za for registration purposes. Kindly include the questions of clarification in the request so that officials can prepare accordingly.
- An online meeting will be hosted on Thursday, 10 October 2024, at 17:00. Those interested in attending are advised to send an email to lums@capetown.gov.za for registration purposes. Kindly include questions of clarification.
- Individual stakeholder meetings will be arranged on request from representative groups; kindly send an email request to lums@capetown.gov.za, and also include the questions on which clarification is needed.
- Details of further meetings will be communicated once dates have been confirmed.
The new closing date for comments is midnight on Friday, 25 October 2024.

Once the public participation period has closed on 25 October 2024, City officials will collate all of the comments received, and assess these to see how the MPBL can be further improved and refined, taking into account all of the input that has been submitted by the public during the now 90-day commenting period.
‘I want to reiterate that the City welcomes the robust discussions, and are looking forward to receiving further input in coming weeks to assist us in fine-tuning our efforts, as encapsulated in the draft MPBL,’ said Alderman Andrews.
